About us

OpenVCM is an innovative civic technology platform dedicated to promoting electoral transparency by providing an open and secure way to verify the results from vote counting machines (VCMs). Developed by a group of cybersecurity and data professionals, OpenVCM enables election stakeholders—such as poll watchers, watchdog groups, and political parties—to independently and safely validate machine-generated election returns. 

OpenVCM is fundamentally committed to non-partisanship, transparency, and technological integrity. It functions independently of political ties and refrains from endorsing any candidates or parties. Its mission is both straightforward and impactful: to ensure that official election results are trustworthy by making them openly verifiable. 

Leading the OpenVCM initiative is Jay Jimenez, a Certified Information Systems Security Professional (CISSP) and Microsoft Certified Cybersecurity Architect Expert. Jay holds a Master’s degree with Distinction in Cybersecurity from the University of Liverpool, where he was recognized as Student of the Year. As a former Head of ICT for the Philippine operations of a global multinational, he brings enterprise-grade leadership and cybersecurity insight to the foundation of OpenVCM. 

Jay is joined by co-founders whose technical acumen has shaped OpenVCM into a robust, scalable, and resilient platform: 

Jasper Dumlao, a Microsoft Certified Data Engineer, specializes in cloud architecture and large-scale data integration. His expertise ensures that OpenVCM can securely, efficiently, and reliably handle massive volumes of electoral data, enabling real-time validation of precinct-level returns. 

Hans Canizares, a Digital Forensics Specialist, provides essential capabilities in forensic analysis and incident response. His experience in digital investigations ensures that OpenVCM can withstand scrutiny, detect anomalies, and validate the integrity of electoral data from end to end. 

Together, the OpenVCM founding team offers an unparalleled blend of cybersecurity leadership, data systems engineering, and forensic expertise in the mission to uphold electoral integrity.
